When to use it

Use it for billing and workspace settings where each added person takes a paid seat.

Do not use it for unlimited assignment (use transfer-table) or where seats are assigned automatically.

The pattern ships with a Testing Library test (seat-limited-assignment.test.tsx) that covers the starting count, a valid move, a refused move and the locked owner.
