When to use it

Use this for long reference pages, terms and changelogs where people either scan one section or want everything at once (to search or print).

Do not use it for short lists of two or three sections, or in an accordion where only one section should ever be open.

Accessibility

A polite status line says "2 of 3 open" after every change, including bulk ones.
Expand all is disabled when everything is open and Collapse all when nothing is, so neither is a dead click.
The open set is one controlled array, so individual headers keep working after a bulk action.
