Give each anchor a data-scrollspy-anchor equal to the id of the section it points to. The active anchor gets data-active="true", so style it with data-[active=true]: classes. Set history={false} to stop it updating the URL hash.

Anchors should be real links or buttons inside a labelled nav. The active state is a styling hook, so also set aria-current yourself from the onUpdate callback when the active link must be announced.
